- 3 tablespoons butter
- 3 tablespoons all-purpose flour
- 1 cup low-fat milk
- In a small saucepan over medium heat, melt the butter then add the flour. Stir until the mixture thickens.
- Gradually add the milk, stirring to thicken. When thickened and smooth remove from heat.
